Makerere Next to the Dogs of Kivulu, We Have Failed! $30 Million to Import Tracking Software?

This $30 million tracking project should not fly to Russia, to China, to Europe. It should be on your table in MoSTI.

I am not just ashamed. I am angry. Angry with a smile, but angry!

The degrees in the name of the Concord! We graduate as fast as a Concord jet and sleep in the Concord cabin, with no skill to make tracking software, dreaming to get the chip from downtown Owino in Singapore!

With all the IT we have done at Makerere for 30 years, with all the PhDs in COCIS, with all the First Class we throw on the grass every January—as a nation, we cannot design a simple TRACKING SOFTWARE?

And now I hear we are going to use $30 MILLION DOLLARS to import tracking software from overseas?

$30 MILLION! To import what a Third-Year student in India can write in his hostel in two weeks? This is a national curse!

We are sitting on the birth of the Son, looking for a torch from China!

SITTING ON THE BIRTH OF THE SON!

Uganda gave birth to the computer age in Africa. Makerere was MIT of Africa in 1970! We have my Muzukulu, Eng. Dr. Kiwanuka, designing his own engineering programs from his own brain, no import. The Son is born here! My son, Eng. Benedicto Clive Misagga, is a Makerere Electronic Engineer. The brain is here! But we look for a midwife from overseas for $30M?

Listen to economic madness—$30 Million is:

  • 3 years' full budget for the whole College of Engineering
  • 1,000 modern workshops in Kisenyi
  • 5,000 young Ugandan coders trained and paid for 2 years
  • 10 factories in Namanve!
  • Or 50,000 UGANDA TRACK devices to own the whole East African market!

And we want to give it to a foreigner who will give us a password, and when it expires, we call him like slaves? We shall always dance around Vasco da Gama's grave!

THIS MONEY SHOULD HAVE BEEN OURS IN KIFUUTA IT LAB!

This $30M should have been for Kifuuta IT, our own lab. You mean Kifuuta cannot make a small tracking box when NEC can make an AK-47? NEC swims in the River instead of the Ocean? Leave small construction for the local.

This should have been for Wazalendo SACCO to invest in Ugandan innovation!

This should have been for Uganda POLICE to build its own tracking command center at Naguru, run by Ugandan children like me!

But no, we send it to Europe!

THE BETRAYAL SUCKING MY BLOOD:

Why would local civil building contractors compete with NEC, with Wazalendo, with Kiira Motors when specialized projects like these fly to foreigners?

Today, a local contractor building a classroom is told, "Compete with NEC!" So our own companies fight over small chapati classrooms, cement, while the real meat—$30M tracking software, number plates, CCTV command center, drone tracking—flies to foreigners!

What house is this? Brothers fight for posho at home, but when a goat is slaughtered, we call the neighbour to eat it?

I HAVE MY LATVIAN—WE CAN DO IT IN UGX! THIS IS EASY BUSINESS!

Tracking = small chip + small code + map.

  • Basic tracker: $200k–$800k to start. Tracks 1,000 bodas.
  • Professional fleet: $440k–$1.40M one-time. Tracks 10,000 vehicles.

BUSINESS SENSE: Build at $25, sell at $100 + $5 monthly. With $10M, you make 100,000 devices. That's $17.5M revenue first year alone. In 3 years, $52M. South Africa started Tracker with $50k in a garage, now $1 Billion.

BUT LISTEN TO LATVIA: THE LESSON FOR MAKERERE:

Latvia is 1.8M people—just Buddu population! No gold, no oil, no First Class degrees on the grass. How did they make Bolt and Skype that you use every day?

They did NOT use university knowledge! No professor wrote Bolt in a thesis titled "A Framework for Taxi Hailing in Developing Countries."

A 19-year-old boy in Riga, Markus Villig, saw a problem on the street: taxis were cheating people, no tracking, no price. That was his UNIQUE UNDERSTANDING OF THE EXISTING NEED. He didn't have a PhD. He had a phone and anger.

He wrote small code in the morning, took it to a small workshop in the evening with 2 solderers, sent the PCB file to China to print for $5. The code was Latvian, the money became Latvian!

Today, Bolt tracks 100 million people, built from a street problem, not from a degree!

Makerere next to Kivulu dogs, what is our street problem? Boda theft! Car theft! Police cannot find stolen cars! That is our Bolt! Why are we waiting for a Professor to import a solution from Singapore when Kifuuta boy already knows how to copy any circuit by eye?

South Africa woke up, built Cartrack, Tracker, Mix Telematics and sells to us! Rwanda refused import, built Zipline drone tracking with Rwandan boys! Nigeria Yaba boys with no AC built Flutterwave tracking $20 Billion!

Hon. Dr. Monica Musenero, this project is on your lap.

GIVE ME $10 MILLION INSTEAD OF $30 MILLION and I will make you tracking software in 3 months!

Mama, don't give it to Russia, to China, to Europe. Give it to your own sons!

Give it to me and I will lock Eng. Romeo Kasekende, my Muzukulu Eng. Dr.

Kiwanuka, and my son Eng. Benedicto Clive Misagga in a room in Kifuuta for 90 days. Give them roasted goat, lamb ribs, and a bottle of Tonto, Bwakata. They will write it, they will build the box, they will test it on Police cars.

  • Wazalendo finance me in a joint venture
  • Testing to Police
  • IP to MoSTI, owned by Uganda forever!
  • PCB file to Latvia/Shenzhen for printing, but brain remains Ugandan.

In 3 months, Kifuuta 0.1 trucking software, UGANDA TRACK 1.0, tracking every gov't number plate, every boda, every army truck. Made in Uganda, by Ugandans.

$10M stays in Uganda! Students get jobs!

When will we ever start, if not now?

I fear the gods in Kifuuta have gone to sleep, tired of us importing gods from Tanzania when we have our own gods in Kafuluma Buddu.
